Abstract

Persons with disalbilities halve equall staltus before the lalw, exercise the salme humaln rights, alnd plaly aln integrall palrt als the citizens of Indonesial. Most of persons with disalbilities in Indonesialalre living in vulneralble conditions, left behind, alnd/or underprivileged calused by balrriers, obstalcles, difficulties, alnd albdicaltion of their rights als persons with disalbilities. Previously, the rights of persons with disalbilities hald been regulalted in Lalw Number 4 of 1997 on Persons with Disalbilities. However, with aln old palraldigm (chalrity balsed or sociall balsed), the lalw focused on vulneralbility alnd wealknesses of persons with disalbilities, alnd therefore, they required alssistalnce als objects of chalrity, services, or rehalbilitaltion. The Government alnd public in generall hald not provided equall opportunities for persons with disalbilities to develop themselves independently balsed on their own rights (rights balsed). With the repeall of Lalw Number 4 of 1997 alnd promulgaltion of Lalw Number 8 of 2016 on Persons with Disalbilities, al new palraldigm begins. The Government tries to leald the walys to respect, protect, alnd fulfill the rights of persons with disalbilities, which alre expected to improve their welfalres. Ensuring optimall improvement, enforcement of lalw alnd stalkeholders’ palrticipaltion including government alnd locall government, the Naltionall Commission for Persons with Disalbilities (KND), alnd public in generall alre expected to respect, protect, alnd fulfill the rights of persons with disalbilities.

-Di wilayah Jakarta, transportasi umum masih menjadi  alternatif bagi sebagian besar kalangan karena dianggap sebagai moda transportasi yang terjangkau, salah satunya ialah penggunaan transjakarta. Transjakarta kini dapat diakses oleh seluruh masyarakat untuk kemudahan bergerak. Namun akses jalan  menuju TransJakarta tampaknya belum menjangkau seluruh masyarakat, terutama penyandang disabilitas. Tujuan dari epenelitian ini yaitu untuk mengetahui kebijakan pemerintah terhadap penyandang disabilitas dalam layanan transportasi transjakarta. Adapun metode penelitiannya yaitu penelitian deskriptif kualitatif dengan teknik pengumpulan data yaitu observasi, dokumentasi dan tinjauan pustaka. Hasil penelitian yaitu kebijakan pemerintah dalam memberikan pelayanan transportasi kepada penyandang disabilitas adalah dengan menyediakan layanan Transjakarta cares dan menyediakan halte ramah disabilitas.
